Lucas is a doctoral candidate in his fifth year of study at the Martin School of Public Policy and Administration. Prior to entering the doctoral program, Lucas earned an MPP at the University of Kentucky, an M.A. in applied economics at Western Kentucky University, and a B.A. in economics at Eastern Kentucky University. For the 2023-2024 academic year, Lucas was awarded the C. Lowell Harriss Dissertation Fellowship by the Lincoln Institute of Land Policy for his research in land and tax policy. Lucas’ research and teaching interests include local government finance, housing policy, and urban and regional economic policy.
