Morgain has over 20 years of legal experience in all aspects of government law. She took the position as the Director of Municipal Law with the Kentucky League of Cities in 2017 to lead the dedicated and experienced municipal law staff that provide training and other member services to over 380 cities throughout the commonwealth. Before coming to KLC, she worked as general counsel for the Kentucky Legislative Research Commission where she handled all claims against the Kentucky General Assembly, advised on policy and procedure, and managed open records. 

Other previous employers include the Kentucky State Police where she sought to implement the KSP legislative agenda, litigated claims against troopers, managed all human resources claims and civilian discipline, assisted in developing policy and procedure, taught at the KSP training academy, and managed the legal staff.  She also worked at the Kentucky Office of Attorney General where she focused on enforcement of the master settlement agreement with tobacco companies as well as appellate litigation and other regulatory work. Before moving home in 2002, she worked as a pro bono appellate litigator for the Paralyzed Veterans of America in Washington, D.C.

Morgain obtained her Juris Doctorate from the University of Cincinnati College of Law in 2000. Her undergraduate degree is a B.A. in political science from the University of Kentucky. In her personal life she spends as much time with her step-children, husband, and dogs as possible. According to her husband, she is generally found spending far too much time reading books with a dog in her lap.
