Iuliia Shybalkina, PhD
Assistant Professor
Iuliia Shybalkina, PhD, serves as an Assistant Professor at the Martin School at the University of Kentucky and is an associate editor for Public Finance and Management. Her research focuses on public participation in government, examining processes such as participatory budgeting, budget surveys, and property tax appeals. She also delves into local fiscal challenges and opportunities related to online shopping, healthcare costs, the opioid epidemic, racial relations, and intergovernmental relations.
Dr. Shybalkina’s work has been published in the Journal of Public Economics, the Annals of the American Academy of Political and Social Science, Public Administration, Administration & Society, American Review of Public Administration, Economic Development Quarterly, Public Budgeting and Finance, Municipal Finance Journal, and Journal of Behavioral Public Administration. She has received awards and funding from the Lincoln Institute of Land Policy, American Society for Public Administration, and UK’s United In True Racial Equity Research Priority Area.
Dr. Shybalkina teaches PA 631: Public Financial Management (both in-person and through distance learning), PA 731: Fiscal/Budgetary Policy, and PPL 304: Public and Nonprofit Financial Management.
Before her academic career, Dr. Shybalkina worked as an economist at a Ukrainian think tank, where she assessed the government’s fiscal performance and worked towards enhancing citizen financial literacy. She earned her PhD in Public Administration from the Maxwell School of Syracuse University and holds an MPA from the University of Oklahoma.
