Doo Oak Kim, PhD is the Director of the International Public Policy and Management Institute (IPPMI) housed at the Martin School and Professor at the University of Kentucky. He was formerly the General Director at the Korean Local Government Management Institute until becoming a visiting scholar the University of Kentucky in 2008. He quickly became aware of the university's need to expand its work in the field of international public policy, so he delayed his return to South Korea and proposed his idea for IPPMI to the Martin School. In 2009, IPPMI was established.

Since its founding, IPPMI has had 529 participants and offers five different programs: a year-long Certificate program, Master of Public Administration, Master of Public Policy, Professional Leadership Program, and Short-term Executive program.
