Phil Berger earned a PhD in Experimental Psychology at Texas Christian University and was a Postdoctoral Fellow at the Johns Hopkins School of Public Health in the( then) Department of Health Care Organization.  He held primary faculty appointments in the Departments of Management and Community Medicine, and in the Martin School and a joint appointment in the Department of Psychology. His research addressed issues in worker health and, and  safety, funded by The U.S. Bureau of Mines, the National Institute of Occupational Health & Safety (where he was a Visiting Scientist), and the National Institute of Environmental Health Sciences. In the Martin School, he taught courses in statistics, and program evaluation.
